Overview
Key Deliverables
The project team, comprising members of the ODIN360 consortium, delivered a comprehensive Business Case that included:
- An evidence-based Case for Change
- A compelling Rationale for Government Investment
- Strategic alignment with NSW Government policies
- Analysis of the base case and alternative options
- Projected costs and benefits, including a thorough Cost-Benefit Analysis
- A full financial appraisal
- Identification of key governance, risks, and implementation steps
The approach involved defining the problem, reviewing available information, liaising with key stakeholders, and conducting detailed financial and economic appraisals.
Outcomes
The project was highly successful, resulting in TWPZ receiving $20 million in funding from the RTAF on 28 November 2022. This was the highest level of funding provided to any tourism project under the fund, out of 67 applications, with only 30 successful recipients.

The Deputy Premier of NSW, Paul Toole, announced the funding, highlighting the project’s potential to create new experiences and attract more tourism to regional communities.
