Overview
ODIN360, in partnership with several councils across Australia, has led multiple strategic transformation of caravan parks, implementing a robust end-to-end process that successfully attracted quality new lessees and managers to redevelop multiple parks while overcoming a legacy cycle of low rents and minimal re-investment.
Key Deliverables

Strategic Vision & Market Approach
• Developed detailed visions for each park, with aspirational operational expectations and requirements for masterplanned upgrades—including new amenities, cabins, play spaces, and landscaping—to appeal to modern travellers.
• Produced comprehensive plans for each site, outlining short- and long-term infrastructure priorities, with council committing increased funding for core infrastructure, thereby making park upgrades viable.
• Designed a creative partnership model where council owns and delivers essential infrastructure, ensuring lessee/managers invest in guest-focused improvements and experiences.
• Crafted a clear, incentivising rental structure in new lease offers, balancing a sustainable base rent with a percentage of gross revenue, aligning financial rewards with performance and driving higher council ROI.

Engagement & Procurement Process
• Ran a transparent Expressions of Interest (EOI) and tender campaign, leveraging targeted industry networks and digital outreach to attract experienced park operators.
• Held informative online briefing sessions and conducted thorough site inspections, enabling prospective lessees to fully assess asset potential.
• Provided detailed operational upgrade expectations within lease documentation and fully drafted leases for legal review and council sign-off.
• Collaborated closely as part of, or supporting, assessment panels, evaluating bids against strategic objectives, operational capability, and envisioned upgrades.
• Delivered recommendations to council underpinned by detailed evaluation matrices.

Outcomes

• Secured new lessee/managers with credible track records and proven investment capability.
• Negotiated leases with legally robust terms, incentivising ongoing reinvestment.
• Council saw tangible improvements: upgraded amenities, stronger guest experiences, with significantly increased park rentals and revenue —breaking prior cycles of underinvestment and low rent.
• Rental returns to council now rise via a sustainable percentage-of-revenue model, directly linking park success to council revenue.
