Overview
ODIN360 was engaged to assess and address the significant impacts that major Renewable Energy Zone (REZ) projects are projected to have on the local visitor economy and long-term rental market. With the influx of large project workforces, the region faces economic headwinds and community disruption unless proactive measures are taken. This project provided both the strategic analysis and practical steps needed to safeguard Dubbo’s future prosperity and liveability.
The project involved economic modelling, analysis of accommodation flows, stakeholder consultation, and review of state and local government policy settings. Close engagement was maintained with NSW Government departments, EnergyCo, and local stakeholders to maximise relevance and actionable outcomes.
Key Deliverables
- Detailed forecasts highlighting anticipated reductions in visitor nights, visitor spend, and long-term tenancies—setting out clear risks to tourism and affordable housing.
- A multi-faceted mitigation action agenda with nine recommended measures, focusing on both growing accommodation supply and supporting local visitor industries including recommended master plans and business cases for key accommodation assets.
- A set of visitor-economy support initiatives, including a proposed updated visitor and events strategy and the creation of a DRC area attractions card to drive local spend by incoming workers.
Outcomes
The report provides Council with:
- A clear understanding of the scale of disruption:
- Practical pathways to reduce these adverse impacts —protecting long-term rental supply and visitor economy jobs.
- A platform for advocacy to secure urgent funding for mitigation priorities.
- A legacy framework to balance the needs of the booming renewables sector with the region’s ongoing tourism and liveability goals.
