Hepburn Mineral Springs Reserve Master Plan
Hepburn Springs, Victoria
2025–2026
Renew a landmark destination
Hepburn Shire Council
Overview
ODIN360 led the development of a long-term master plan for Hepburn Mineral Springs Reserve, a heritage-listed wellness, recreation and landscape destination in Hepburn Springs. Working with Hepburn Shire Council and specialist consultants, ODIN360 combined visitor-economy analysis, community and stakeholder engagement, economic assessment and implementation planning to guide staged renewal of the Reserve. The Master Plan strengthens accessibility, environmental and heritage stewardship, recreation, wellness experiences and the Reserve’s role in the regional visitor economy.
Key Deliverables
  • Led the strategic and visitor-economy components of an integrated master-planning process for the 30-hectare Hepburn Mineral Springs Reserve.
  • Undertook destination, tourism-market and visitor economy analysis to establish the Reserve’s role, market position, challenges and growth opportunities.
  • Developed a stakeholder and community engagement program, including consultation with Council, tourism and business stakeholders, community and environmental groups, and relevant land-management and heritage interests.
  • Prepared an evidence based master planning framework to guide improved access, amenity, ecological restoration, recreation, interpretation, events and wellness experiences.
  • Worked with landscape architecture and cost-management specialists to develop, prioritise and cost a coordinated program of renewal projects across short-, medium and longer term stages.
  • Prepared a cost-benefit analysis of staged implementation, quantifying visitor-economy, construction and community benefits to support investment prioritisation and funding advocacy.
  • Identified potential implementation and funding pathways aligned with regional tourism, heritage, wellness, public-space and World Heritage planning opportunities.
  • Produced a final masterplan overview and implementation rationale to support Council decision making, future detailed design and external funding applications.
Outcomes
  • Established a clear, staged framework for renewing a significant heritage, wellness and community destination.
  • Prioritised investment in accessibility, paths and trails, wayfinding, landscape and waterway health, heritage assets, family facilities and visitor experiences.
  • Created an indicative delivery program with short-, medium and longer term projects and a full implementation benchmark of $16.3 million excluding GST in April 2026 dollars.
  • Demonstrated positive net community benefits from staged delivery, with total discounted benefits to the Hepburn Shire community estimated at $26.5 million over the assessment period.
  • Positioned the Reserve as a stronger contributor to wellness tourism, longer visitor stays, community wellbeing and the future Victorian Goldfields visitor experience.
