Overview

ODIN360 was engaged by Indigo Shire Council (ISC) to revitalise four council-managed caravan parks – Rutherglen, Lake Sambell-Beechworth, Chiltern and Yackandandah. This comprehensive project encompassed master plan development, strategy formulation, and procurement oversight. The initiative aimed to enhance park performance, align with tourism objectives, and increase revenue for both the council and the region.

Deliverables

Master Plan Development:

  • Collaborated with Thomson Hay Landscape Architects to create detailed master plans for four caravan parks
  • Identified areas for improvement and recommended new infrastructure

Strategy Development:

  • Analysed current park performance and management models
  • Aligned park operations with ISC tourism objectives
  • Developed a clear governance and strategic framework

Procurement Process:

  • Created comprehensive EOI documentation
  • Established a structured evaluation framework with transparent assessment criteria
  • Oversaw the entire procurement process, including site visits and information sessions
  • Developed a 21-year lease model with development milestones

Outcomes
  • Completion of four high quality commercially focussed caravan park master plans that will form part of upcoming council procurement processes for the leases
  • Installation of a new, high-quality operator for the Rutherglen caravan park through a rigorous EOI process who has agreed to implement the master plan
  • Approximately tenfold increase in rental income for the council
  • Improved park performance across all metrics
  • Enhanced alignment with ISC’s tourism objectives
  • Increased economic benefits for the region
  • Establishment of a more flexible, win-win lease model
  • Ongoing assistance to ISC for future EOI processes for the other three parks

The Rutherglen caravan park case demonstrates the effectiveness of the approach.
